The Federal Constitution is the supreme law of the country and has been in force from October 21st, 1988. The Federal Constitution arranges the country into states, municipalities, and Federal District.

The country has 26 federate states all of which have powers to formulate their own laws and Constitutions. Their independence is however restricted by the dictates of the Federal Constitution.
